Lou Rought: To help to account for the positive externalities in AD or aggregate demand. An externalites is a benefit or cost that is reserved by all. An example of this would be me get health so i can work more. Me being more productive means that my income raise and GDP goes up. Everyone is better off. But i have to pay for the cost and you get part of the benefit which means the market is not allocated health care efficiently. This actually may be one of the reasons that health care has risen faster then price inflation. It also may example why America pays more then Europeans and reserved less.
